Heat vegetable oil in large saucepan over medium-high heat. Add mushrooms, onions, and garlic; stir occasionally for 5 minutes. Add chicken and cook for another 1 to 2 minutes or until vegetables are tender. Add rice, broth, tarragon, thyme and pepper; bring to a boil over medium-high heat. In a small bowl, Combine small amount so evaporated milk and cornstarch; stir until smooth. Add cornstarch mixture to saucepan along with the remaining evaporated milk. Cook for 3 to 5 minutes; stirring occasionally until soup thickens.
