Mix chickpea flour, cumin, and chili powder.
Whisk in 3/4 cup hot water.
Stir in chickpeas, 4 chopped green onions, red pepper, parsley, 2 Tbs lemon juice, 1 Tbs olive oil and garlic. Season with salt and pepper if desired.
Spray nonstick skillet with cooking spray and heat over medium heat.
Scoop 1/4 cup dollops onto skillet and reduce heat to medium-low.
Cook 3-4 minutes until golden. Flip and cook 3-4 minutes more.
Toss cucumber, tomatoes, and 2 chopped scallions with 2 Tbs lemon juice and 1 Tbs olive oil.
Stir in feta and place on top of croquettes.
