Preheat over to 375 degrees.
Remove seeds and pith from green chilis. Spread 1/2 of them on bottom of greased 1-1/2 Quart baking dish, 9" x 9". Cut Jack cheese into thin chunks and spread evenly over green chiles, top with remainder of green chiles. Beat eggs till foamy, add milk, flour, and baking powder. Beat until smooth then pour over chiles, sprinkle with shredded cheddar cheese.
Bake uncovered about 30 minutes. Casserole should be puffy and appear set.
Top with Salsa if desired.
Serve with Rice or Refried beans.
