Saut? the chopped onions in oil until transparent.
Add minced beef and continue cooking until beef becomes brown. Toss in the garlic, chili powder, dried oregano, cumin, cloves, bay leaf and the tomatoes. Mix well and simmer for 2 minutes.
Add the vinegar and sugar, mix well and lightly simmer for 45 minutes, stirring the chili from time to time.
Add the kidney beans and simmer for 10 minutes. Season with salt and pepper according to taste.
Top with sour cream and chopped chives. Sprinkle a bit of paprika to add color.
Serve with Guacamole if desired.
