Save 1/3 cup of liquid from tomatoes
Discard remaining liquid
In a large skillet, sauté onions and garlic in oil until tender
Stir in cream cheese until melted
Add tomatoes, cheese, chili powder and reserved liquid
Cook and stir over low heat until cheese is melted
Store in cilantro
Transfer to slow cooker to keep warm
Serve with tortilla chips
