In a skillet, heat oil over medium heat. Add chicken, 1/2 cup onions, and garlic. Cook until chicken is no longer tender and vegetables are tender. Stir in kidney beans, tomato sauce, and chili powder. Simmer 15 minutes. Place hot dogs in buns. Top with sauce. Sprinkle cheese and remaining onions over each hot dog.
