Grease an 8x11 pan
Preheat oven to 350 degrees
Mix 4 Tablespoons Flour and 1 1/2 Cups of half & half together to make a paste.
Add more half & half if needed so there aren't any lumps.
Add 6 beaten eggs and mix.
Place small amount of cheese on the bottom of the greased pan.
Layer Chili's and then 1/2 the flour & Egg mixture, then repeat.
Add tomato sauce and salsa.
Top with cheese in the last 10-15 minutes of cooking so that the cheese doesn't burn.
Bake for about 1 hour till bubbly and brown on top.
Great the next day wrapped in a tortilla!
