Prep: 10 min, Cook: 35 min. Combine first 4 ingredients in a bowl and set aside. Combine flour and salt in a shallow plate. Coat chicken with flour mixture. Coat a heavy nonstick skillet with cooking spray and heat over medium high heat. saute chicken and garlic 1-2 minutes, until browned. Remove chicken from pan. Stir-fry onion 2 minutes. Arrange chicken in pan and pour over sweet & sour sauce mixture. Cover pan and simmer 30 minutes, or until chicken is no longer pink in center, turning chicken occasionally.
