Heat oil in a large saucepan. Add garlic and onion and cook until golden brown. Add mince and chopped green pepper and cook until meat is browned. Add to pan, undrained tomatoes, water, bay leaf, chilli, basil, salt and pepper. Once boiling, reduce and simmer for about 1.5 hours (or until sauce thickens).
Add baked beans and reheat. Taste. Add more chilli as desired. Serve with some steamed rice.
If using a slow cooker, brown off garlic, onion, mince and green pepper. Then add the rest of ingredients except baked beans. Cook for 8 hours on low. Add baked beans, reheat and serve.
