Start rice, 1 cup white rice to 2 cups water. Bring water to a boil and add rice, cook covered for 20 minutes. Lightly saute filet in olive oil, dust lightly with salt and pepper. Begin heating peanut oil, (do not allow to smoke). Plate rice into small pile, top with fish and drizzle Soy Sauce. On top of fish in small pile: Sugar, ginger, garlic, and scallions. Take one grain of rice and put into peanut oil to make sure oil is hot enough. If oil crackles slowly spoon 2 tbsp over garnish on top of fish.
