Preheat oven to 350 degrees. In a large bowl combine, first 6 ingredients. Beat until crumbly. Reserve & set aside, 1 1/2 cups of crumb mixture. Press remaining crumbs on bottom of greased 9X13 pan. In small bowl, combine; condensed milk & peanut butter. Pour evenly over crumb mixture in pan. Sprinkle chocolate chips, then top with reserved crumb mixture. Bake 25 minutes. Do not over cook! Take out before the look done.
