Suggest a better descriptionPreheat oven to 350. Sift sugar, flour, salt, baking powder and cocoa together into a 9" square pan. Stir in milk, butter, vanilla. Spread batter evenly. Mix topping sugars and cocoa and sprinkle over batter. Pour water over all and bake 45 minutes or until top springs back when touched. Serve warm with ice cream or whipped cream.
