Heat water and 1/2 cup flour in a pan over low heat. Stir until it just becomes gooey with a cloudy white color, but still easy to stir.
Mix sugar, salt, and cocoa together. Add oil and vanilla and stir to combine.
Incorporate the flour-water mixture.
Add the remaining flour and baking powder and mix to form a batter.
Incorporate the chocolate chips.
Pour mixture into a greased 8 x 8 baking pan. Bake at 350 degrees for 25 mins.
