Cream margarine in large mixing bowl. Gradually add sugar; beat until light and fluffy. Add eggs, beating well. Sift flour with baking powder and baking soda. Add dry ingredients alternately with s r cream and vanilla, beginning and ending with dry ingredients. Turn half of batter into greased 9x13 inch pan. Sprinkle half of topping mixture over batter.
