In a large mixing bowl, combine flour, sugar, baking soda, cinnamon, nutmeg, and salt. Stir to combine.
Combine egg, oil, milk, orange juice, orange zest, and vanilla extract. Mix well.
Stir wet ingredients into dry ingredients and mix just until moistened. Do not over-mix.
Fold in zucchini, chocolate chips, and walnuts.
Fill greased or paper-lined muffin cups two-thirds full.
Bake at 350 degrees F for 18-20 minutes or until muffins test done with a toothpick.
