Preheat oven to 350. Combine cake mix, pudding and sugar. Stirring with wire whisk, remove lumps. Add oil and water, eggs and sour cream. Stir until smooth. Add chocolate chips. (*make sure oven is preheated before pouring into pan - this will not allow the chips to sink to the bottom.) Pour into greased and floured bundt pan. Bake at 350 degrees for 1 hour. Cool 10 minutes.
When completely cooled, sift powdered sugar on the top!
