Combine oil and 1 popcorn kernel in a pot, cover. When it pops, add rest of kernels. Cover, cook shaking pot until you no longer hear popping sounds. Remove from heat, spread popcorn on a baking sheet.
In same pot, melt butter. Add toffee chips and peanuts, stir until toffee melts.
Pour mixture over popcorn, toss popcorn and toffee sauce to coat.
Put chocolate chips in a bowl, microwave until melted. Drizzle chocolate over popcorn, let harden.
