In heavy saucepan, heat sugar, butter, corn syrup and water to boiling over medium-high heat, stirring constantly. Reduce heat to medium, stir constantly for about 10 minutes to 300 degree on candy thermometer.
Stir in 1 cup pecans and immediately pour mixture into pan. Spread to 1/4 inch thick with spatula.
Sprinkle with chocolate chips, Let stand for about a minute. Spread chocolate evenly over toffee. Sprinkle with remaining pecans.
Let stand at room temperature or refrigerate.
Break into pieces.
