Preheat oven to 350. Grease 2 (8-9 inch) round cake pans. Combine butter, whipping cream and brown sugar in small heavy sauce pan. Cook over low heat just until butter is melted, pour evenly into prepared pans. Sprinkle chopped pecan. Combine cake mix, water and eggs beat for 2 minutes. Spoon batter over praline mixture. Bake 35 minutes. Cool couple minutes, loosen edge and turn on plate.
Beat 1 2/3 whipping cream, in small bowl at medium speed, whip until soft peaks form. Blend in 1/4 c. powder sugar and 1/4 tsp vanilla, beat at high until stiff peaks form.
