1) Preheat oven to 350 F.
2) Beat flour, milk, 1/3 granulated sugar, 10 packets sugar substitute, 3 tablespoons cocoa, oil, baking powder, vanilla, and salt in large bowl with electric mixer at medium speed 2 minutes or until well blended
3) Pour into ungreased 9 inch square baking pan
4) Sprinkle remaining 1/4 cup granulated sugar, 10 packets of sugar substitute, and 3 tablespoons cocoa over batter in pan.
5) pour boiling water over top, DO NOT STIR
6) Bake 40 minutes or until cake has risen to top of pan and sauce is bubbly around edges
7) Cool 10 minutes cut into squares
8) Serve warm
