Preheat oven to 350 degrees.
In 9x13 glass casserole dish, melt margarine in oven (while it is preheating). Once margarine is melted, add flour and pecans in dish. Spread crust mixture around bottom of dish and press to form bottom crust (careful it will be hot). Return pan to oven and bake for 20 minutes just until crust is starting to brown. Remove from oven and allow to cool completely.
In large bowl, mix together cream cheese and 1/2 of the cool whip. Spread over the top of cooled crust.
In large bowl, mix together both packages of pudding and milk until smooth. Spread this over the top of the cream cheese.
Top with other 1/2 of the cool whip. Refrigerate at least an hour or overnight.
Just before serving, sprinkle chocolate chips over top. Cut into 24 squares.
