Sift flour, sugar and cocoa together into a bowl. Add milk, vanilla and butter. Mix until smooth, then pour into an overproof dish. 2. Topping: Mix together the brown sugar and cocoa and sprinkle over pudding. Pour the hot water around the edge and over the top of the pudding. 3. Bake in oven for 25-30 minutes.
