Cream together sugar and margarine. Add eggs and vanilla. Stir together dry ingredients and add to creamed mixture. Pat 2/3 of the mixture into an ungreased 10 x 15 inch pan. In a saucepan, heat the sweetened condensed milk, chocolate chips, margarine and salt over low heat. Stir until smooth. Remove from heat. Stir in nuts and vanilla. Spread over oat mixture. Dot with remaining oat mixture. Bake at 350 degrees for 25-30 minutes.
