Combine sugar and syrup in 3 quart saucepan. Cook over moderate heat, stirring frequently until mixture bubbles.
Remove from heat and stir in peanut butter. Mix well.
Add Rice Krispies and stir until well coated.
Press mixture into a greased 9x13 pan.
Melt chocolate chips and butterscotch chips over low heat (or in microwave - 1:30 minutes).
Spread evenly over Rice Krispies mixture.
Cool until firm and cut into bars.
