Mix together dry ingredients in a large mixing bowl.
In a 2 quart saucepan, combine water, cocoa, margarine and shortening; Bring to a boil, stirring occasionally.
Pour chocolate mixture (while still hot) over the dry ingredients in the mixing bowl and blend on low speed with electric mixer.
Add buttermilk, eggs, and vanilla and continue mixing.
Bake at 400 degrees for 20 minutes in a greased 10 x 12 inch pan.
Frost cake while still hot after removing it from the oven.
