Suggest a better descriptionBring water and sugar to boil in a saucepan. Decrease heat to low and simmer until sugar has dissolved. Add cocoa, simmer 15 minutes, stirring regularly. Remove from heat and let cool completely. Freeze mixture for 9 hours, stirring every 3 hours. Serve in bowls.
