In a medium bowl, combine cold water and gelatin; let stand 2 minutes. Pour boiling water over gelatin mixture, stirring to dissolve; set aside.
In a small bowl, combine sugar and cocoa powder; set aside.
In a large bowl, beat 4 cups heavy cream with an electric mixer at medium-high speed until thickened. Gradually add sugar mixture, 1 tablespoon at a time, beating until stiff peaks form. Stir in gelatin mixture. Cover, and chill 4 hours.
In the container of an electric blender, puree strawberries.
In a large bowl, combine condensed milk, cream cheese, and strawberry mixture. Beat with an electric mixer until combined. Add 1 cup cream, and red food coloring. Beat with an electric mixer at medium-high speed until soft peaks form. Cover, and chill 4 hours.
Spoon or pipe alternating layers of chocolate mousse and strawberry mousse into serving dishes; cover, and chill up to 8 hours. To serve, top with whipped cream and strawberries, if desired.
