Suggest a better descriptionBring the water to a boil in a saucepan.
Add bulgur and bouillon, stir, cover, remove from heat, and let sit for 15 to 20 minutes.
Combine the cooked bulgur, beans, and lemon zest in a large salad bowl.
To make the dressing, combine all the ingredients, then pour over the salad and toss. Taste and adjust sale or lemon juice as needed.
After the stated cook time the bulgur seemed a little watery. We added the remaining ingredients (beans, zest, etc.) and cooked to reduce about five minutes stirring very frequently.
