Preheat oven to 400 degrees.
Brown beef in frying pan with onions and pepper until meat is no longer pink; drain. Stir in chili and barbecue sauce. Bring to a boil. Spoon into a 9" square baking dish.
In a bowl, prepare muffin mix, according to the direction on package; stir in corn.
Spoon muffin mixture over beef.
Bake for 30 minutes or until golden brown.
