Suggest a better description1. Boil rice pasta in salted water until al dente. Pasta will continue cooking in tomato sauce so it doesn't have to be completely done, but should be close.
2. Brown ground beef in a skillet. When meat is nearly browned, add onion and bell pepper. Continue cooking until veggies are softened.
3. Add the can of tomatoes and tomato sauce, water, and spices. Simmer for a few minutes.
4. Add the rice pasta and mix into meat sauce. Continue to cook for a couple more minutes until sauce is desired consistency.
