In small saucepan, combine sugar, corn syrup, sugar, water, and cinnamon. Bring to boil over medium heat, stirring constantly. Cook and stir for 2 minutes more. Remove from heat and cool 5 minutes, stir in evaporated milk. Serve warm over pancakes or waffles.
Makes 1 2/3 cups of syrup.
