In a small bowl, stir together the flour, light brown sugar, cinnamon, and salt. Pour in the melted butter and stir to mix well. Set aside. Preheat the oven to 375 Fahrenheit. Line a standard muffin tin with muffin liners. In a medium bowl stir together the flour baking powder and salt. Set aside. In a large bowl using a handheld electric mixer, or in a stand mixer, Cream together the butter and sugar for about four minutes until it is light and fluffy. One at a time, add the eggs mixing well to incorporate after each addition. Pour in the milk and vanilla and mix thoroughly. Stop the mixer and add the flour mixture starting on low-speed blend the ingredients together. The dough will be sick. Using a 1/4 cup measure place one scoop of dough in each of the prepared muffin tin. Top each scoop with 1 tablespoon of crumb topping. Add a second scoop of batter to each muffin. Top each with an equal amount of the remaining crumb topping pushing it down onto the batter to adhere. Bake for 20 minutes or until a toothpick inserted into the center of the muffin comes out clean with no batter sticking to it. Remove the muffins from the oven and let cool slightly before serving.
