Suggest a better descriptionCombine the sugar and cornstarch in a pan. Stir in the cup of water and the raisins. Cook over medium heat until thick and clear. Cool. Cream together the margarine and brown sugar. Sift together the flour, baking soda and salt. Stir this into the creamed mixture and add the oats and tablespoon of water. Mix until crumbly. Firmly pat half of the mixture into 9 x 13 " pan. Spread with cooled raisin mixture. Sprinkle with the remaining oat mixture. Bake at 350 for 35 minutes.
Combine powdered sugar and cinnamon with enough milk to make a drizzle. Drizzle icing over cooled bars.
