Make the dough:
In large bowl, mix the flour, sugar, salt & yeast together until evenly dispersed. Set aside.
In a small microwavable bowl, heat the water, milk, & butter together in the microwave until the butter is melted. Stir the butter mixture into the flour mixture. Add the egg and knead with hand or with stand mixer until dough is no longer sticky & is holding together. Place in lightly greased bowl & let rest for about 5 minutes.
Preheat oven to 200 degrees & turn off after 10 minutes (or just before placing rolls in oven).
Make the filling:
After dough has rested 5 minutes, roll it out into a 15x9" rectangle. Spread the softened butter on top (don't melt butter - it slides off when rolling up below). Mix together cinnamon & brown sugar, & sprinkle it evenly on top of dough. Roll up dough tightly from long side & cut into at least 10 even pieces. Place pieces in lightly greased 9" round or square pan & lightly cover with foil or plastic wrap.
Turn off the oven & place rolls in oven to rise for 20 minutes. Then remove the foil or plastic & turn on oven to 375 degrees. Bake rolls 15-20 minutes or until golden. Remove from oven & top with glaze.
Make the glaze:
Mix the powdered sugar, vanilla, & 2 tbsp. milk together until smooth & lump-free. Drizzle over warm rolls.
