2. Pour the orange juice into a shallow baking dish large enough to hold the fish in one layer.
3. Brush the fish lightly with oil on both sides and place into baking dish.
4. Combine the tarragon, pepper and orange zest in a small bowl; sprinkle over the fish, patting it lightly to form a thin crust.
5. Bake until the fish flakes easily with a fork, about 20-25 minutes.
6. Using a long metal spatula, carefully transfer the fish to a serving dish.
7. Serve immediately.
