Suggest a better descriptionHeat a skillet over medium heat. Add the bacon and onion and cook until the bacon is crisp. Transfer to the CROCKPOT. Add water to the clam liquid to make 3 cups and pour into the CROCKPOT. Add the potatoes, garlic and pepper. Cover and cook on LOW for 5-8 hours or on HIGH for 1-3 hours. Mix in the clams and evaporated milk. Cover and cook on LOW for 30-45 minutes. Add salt and garnish with chives.
