Boil macaroni until tender. Drain, rinse and set aside.
Meanwhile, melt margarine in medium sized sauce pan. Stir in flour and spices. Cook for a minute or two. Stir in milk. Continue cooking/stirring until sauce begins to thicken. Add cheese.
Pour cheese sauce over cooked noodles and pour into large casserole. Sprinkle breadcrumbs seasoned with garlic powder and parsley over top.
Bake 350 degrees for about 1/2 hour.
