Butter a 9" square baking dish and preheat oven to 375.
Scald the milk:
Add the milk to a heavy-bottomed saucepan and heat over medium heat, watching for bubbles. You don’t want the milk to fully boil, but you want it heated through. When a skin forms across the top, it's probably done, but use a reliable thermometer to check the temperature and ensure it's at least 170 degrees. Remove from heat and allow to cool to about 110 degrees.
Melt butter in a saucepan over medium heat. Blend in flour, salt and pepper. Gradually add the hot milk, stirring constantly until well blended. Remove from heat.
Spread 1/3 of potatoes in baking dish and top with 1/3 of onions and 1/3 of sauce. Repeat for 2 more layers. Sprinkle with cheese and paprika.
Bake, uncovered for 1 hour, or until potatoes are soft and lightly brown on top. Remove from oven and let rest for 10 to 15 minutes before serving.
Note: Makes a fairly shallow casserole. Could use a smaller round casserole if desired. Could fit double recipe in 9x9 dish. For triple or more, use 11x17,
