Place cod filets in the bottom of a 9-inch round, lightly buttered, oven-proof baking dish, Prepare cheese sauce in a large saucepan over medium heat by combining butter, flour, milk and 3 1/2 ounces grated cheddar cheese. Heat slowly and stir constantly until all ingredients have blended to produce a smooth, creamy cheese sauce. Pour sauce over the top of the cod filets. Prepare the scone dough by rubbing the butter with the four, baking powder and salt. After the ingredients have been blended to produce separated clumps of scone dough, add the grated cheese and drop 1 egg yolk into the mixture. You may need to add a splash of milk to attain a workable dough. Continue to mix dough until a roll-able consistency has been attained. Roll out the scone dough on a lightly-floured work surface to a 1/2-inch thickness and cut into small rounds with a scone or cookie cutter. Place the scone dough rounds on top of the cheese sauce so they nearly cover the surface. Brush the top of the scone dough with milk to keep the scones from burning during baking and sprinkle a little grated cheese over the top of the scones, if desired. Bake in a pre-heated 350-F oven for 25-30 minutes, or until the scones are golden brown. Serve warm.
