Make a roux with flour and butter. Add garlic and cook until golden brown, add onion, bell pepper, and celery and cook until transparent. Add tomato sauce, simmer ten minutes then stir in broth and/or water and mix well. Add all other ingredients except shrimp and okra, cook for about an hour. Add okra and shrimp and cook about fifteen minutes. Serve in bowl over steamed rice.
I used canned crab meat since I couldn't find real crab only imitation. It was so good.
