Bring to boil rice, 1 qt. water, half-and-half, milk, salt, margarine, and sugar. Boil for 45 min. Let cool for 10 min, then quickly stir in 1 c. water, vanilla, and eggs. Pour into pan or dish. Sprinkle nutmeg and cinnamon over top.
