mix together dry ingredients; set aside. Bring to a boil butter, water, and cocoa and pour over dry ingredients. Add remaining cake ingredients. Pour into jelly roll pan or cookie sheet pan and bake at 350 for 15-20 min. or until cake pulls away from the sides; don't overbake.
Last 5 minutes of baking, melt the second butter, and add cocoa and milk. Remove from heat; add powdered sugar and vanilla. Pour on cake as soon as out of the oven.
