Soften gelatin in water, stir over low heat until dissolved. Beat cream cheese and sugar at medium speed with electric mixer until blended. Gradually add gelatin, milk, and juice. Refrigerate until slightly thickened. Fold in whipped cream. Pour over crust. Refrigerate until firm.
