Cut cold butter into Bisquick in large bowl using a pastry blender until butter is pea sized
Add cheese, milk, and garlic powder.
Mix by hand just until combined. Do not over mix.
Drop 1/4 portions onto ungreased cookie sheet
Bake 15-17 minutes until tops are golden brown.
Combine melted butter, parsley, and garlic salt.
Brush butter mixture on top of biscuits as soon as they come out of the oven.
