Cook ham according to package directions. Chop ham, carrots, potatoes, celery, bacon, and onion into bite-size pieces. Brown ham, bacon, and onion in large pot. Drain oil, if any. Add chicken broth, potatoes, carrots, and 1 cup water. Bring to a boil. Add celery and entire contents of canned corn. Bring to a boil. Add evaporated milk, butter, and milk. Bring to a boil. Lower the fire to simmer. Add garlic powder, salt and pepper to taste. Thicken with cornstarch.
