In a large saucepan, combine bouillon, water, potatoes, vegetables, and garlic. Add a little water, if necessary, to cover vegetables. Bring to a boil over medium-high heat. Reduce the heat to medium, cover, and simmer for 15 minutes, or until vegetables are fork-tender.
Add frozen corn, creamed corn, milk, and margarine. Cook for another 5 minutes, uncovered, on low heat. Add salt and pepper to taste.
