Preheat oven to 350 degrees.
Cook hamburger meat, green pepper and onion until done, drain.
Add tomato sauce and, using can, add 1 cup water. Add corn. Add Worcestershire sauce and chili powder to taste.
Cover and simmer for 15 minutes.
Pour into 13x9 pan.
Make cornbread (using prepared mix OR homemade cornbread) and spread on top of mixture.
Bake until cornbread is done.
