Put dry ingredients in a shallow baking pan. Melt butter into the chicken broth. Add celery and onion to the liquid. Pour over the dry ingredients. Add parsley, salt and pepper to the top. Bake in 350 degree oven, uncovered for 45 minutes. (Don't let it get too brown.) Spoon into serving bowl.
