grease a baking pan with cooking spray
Mix flour, baking powder, sugar, and salt. Work shortening into flour. Work mixture until it creates pea size crumbles. Mix in milk by hand; slowly mixing and kneading. Add small amounts of flour to keep dough from being too tacky. make into 3" balls and place onto greased baking pan. Press down on top of ball slightly. cook for about 10 minutes or until golden brown.
