In a sauce pan melt 2 oz (by weight) of unsalted butter
Whisk in 2 oz (by weight) of AP flour
Cook over medium heat for 2 minutes and remove from heat
In a separate sauce pan combine the milk, onion, cloves and bay leaf
Bring to a simmer
Simmer for 30 minutes
Strain half of milk into the room temperature roux and whisk thoroughly
Bring to a simmer over medium to medium high heat whisking occasionally to break up clumps
Mixture will thicken as it comes to a simmer
Strain in remaining milk
Whisk to combine and bring to a simmer
Add salt and fresh cracked black pepper to taste
